This is probably well known among the people who use Instagram. It's a Chrome extension Instagram photo liker. The free version supports liking photos from a list of hashtags you input and allows you to like 700 photos per day and limits you from changing the advanced settings. 
The set-up is pretty simple just add extension and sign into Instagram on google chrome and leave it open while running.
